Project Background
As a major coal-producing province, Shanxi faces tremendous pressure on its highway freight transport network. Qixian County, historically known as a vital thoroughfare connecting Sichuan and Shaanxi, remains an important transportation hub in the heart of the Jin region and is one of the province’s leading counties in terms of transport volume. Shanxi Province plans to adopt a collaborative approach involving both provincial and municipal authorities to jointly develop and implement an effective, replicable, and scalable model for non-site-based integrated law enforcement, thereby further advancing comprehensive law-enforcement reform and providing strong support for the healthy and orderly development of the transportation industry.
Problem Analysis
With the development of the social economy, the traditional manpower-intensive approach to overloading enforcement is unsustainable in the long term, making it imperative to leverage technological means to achieve the informatization, networking, and digitalization of overloading enforcement and integrated law enforcement.
1. Freight vehicles passing through designated stops shall be subject to inspections for over-limit conditions, dynamic monitoring via the Beidou (satellite) terminal system, verification of permits for oversized cargo transport, and compliance with requirements for covering heavy, fluid, and bulk materials during transportation.
2. It is necessary to query the location information and historical trajectories of all vehicles passing through designated stops, and to establish electronic fences for key areas and source enterprises.
3. It is necessary to capture and detect violations such as unlicensed freight vehicles, vehicles with obscured license plates, vehicles using fake license plates, and failure to drive in designated lanes.
4. Must comply with the “one super, four penalties” requirement and feature big-data “vehicle-face” recognition capabilities.
5. Real-time command and dispatch are required, with precise enforcement against “blacklist” vehicles, and full-process recording of law enforcement activities.
6. It is necessary to implement electronic evidence generation, data exchange, and over-limit vehicle enforcement business management, as well as functions such as interfacing with existing over-limit enforcement stations and source enterprises and pushing relevant information to them.
Solution
Taking into account the current road network conditions within Qixian County, existing overloading control facilities, and analysis of origin–destination traffic volume surveys, and guided by the holistic overloading control concept, this plan leverages core technologies such as the Internet of Things, big data, and cloud computing to deploy four non-intrusive enforcement stations across the county. These stations will conduct dynamic monitoring of freight vehicles transiting the county, collect evidence of violations, and thereby enhance the county’s comprehensive overloading control network. In parallel, a unified overloading control enforcement platform will be developed and integrated with data from the national freight vehicle supervision service platform, provincial large-item transport approval systems, and road transport administration databases, enabling a wide range of functions including electronic fencing, blacklist alerts and automated early warnings, command and dispatch, vehicle-face recognition, source-tracing, evidence preservation and violation penalties, online payment, and statistical analysis.

1. Complete the construction of remote enforcement stations to achieve full coverage of key freight origin units, critical bridges, important road segments, and major transportation corridors, and conduct 100% inspection of all freight vehicles passing through these remote enforcement points.
2. Automatically capture violations such as unlicensed, obscured, or fake license plates on freight vehicles, as well as failure to drive in designated lanes, and impose off-site penalties.
3. Inter-departmental joint efforts to combat overloading have been largely institutionalized and normalized, with the relevant functions for implementing the “one violation, four penalties” requirement now in place.

Thanks to technological advancements, the rate of overloading among freight vehicles in county-level areas has declined significantly, and a number of replicable and scalable best practices and exemplary outcomes have been developed in areas such as overload control networks, joint law enforcement, credit-based overload management, and information integration and sharing.
