Project Background

Taking smart highways as the entry point, the Heilongjiang Provincial Department of Transport is focusing on addressing key challenges such as “visibility gaps, connectivity failures, control inefficiencies, and delivery shortcomings,” and has organized the Provincial Transportation Investment Group to launch the construction of the “Heilongjiang Smart Highway Management (Service) Platform” project.

Solution

• Leveraging next-generation information technologies such as the Internet of Things, cloud computing, big data, and artificial intelligence, the solution adopts an overall architecture comprising “one center, two clouds, and five platforms.”

• 1 Center – Establish an integrated smart highway command and dispatch center that consolidates “command, supervision, customer service, media, and settlement” functions into a single, unified platform.

• Two Clouds—integrating multi-party data resources across the entire value chain to build a transportation big-data platform that deeply fuses comprehensive highway network operational data, real-time multi-source internet data, and cross-industry collaborative data.

• Five Platforms – Building a comprehensive suite of platforms centered on the “management, maintenance, operation, revenue collection, and service” functions of expressways, including a road network control platform, an emergency collaboration platform, a toll audit platform, an intelligent maintenance platform, and a public service platform.

• Integration and empowerment of over 20 business systems, with horizontal data consolidation across 17 business platforms.

• Achieve comprehensive road condition perception, intelligent traffic network management and control, coordinated emergency command and dispatch, precise toll auditing, data-driven maintenance decision-making, and multi-party information dissemination.

• Significantly enhanced the intelligent control and precision service capabilities of Heilongjiang’s expressways, resulting in a smart expressway cloud-control platform that enables unified, networked management of provincial-level expressway operations.

• Selected as a demonstration project under the “Transportation Powerhouse” initiative and as a pilot demonstration project for big data industry development in Heilongjiang Province for 2021.
