Chengdu Integrated Highway Construction, Management, and Maintenance Project
Project Background
The Chengdu Integrated Information System for Highway Construction, Management, and Maintenance takes ordinary highways in Chengdu as its primary management focus, while also encompassing municipally managed expressways and rural roads. Grounded in data, the system facilitates cross-departmental and cross-business collaborative management, strengthens data-driven operational analysis, promotes the digital transformation and upgrading of the industry, and enhances the service delivery capacity and regulatory oversight of ordinary highway management and maintenance in Chengdu.
Solution
• The “1+4+1+2” architectural framework establishes a data resource center for the highway industry, enabling integrated data applications across the sector; comprehensively deepens the digital transformation of core business operations, essentially achieving interconnectivity and coordinated collaboration of information and business processes across regions and departments; strengthens the analysis and application of road network operation monitoring and emergency response information, thereby enhancing the capacity to effectively manage and respond to highway emergencies.
• Achieve the digitalization and online availability of all essential attributes and operational data for highway assets within Chengdu’s administrative boundaries. Establish a top-down, integrated highway asset management model spanning from districts (cities) and counties to the municipal level, enhance data quality and completeness, improve data update efficiency, and enable refined management of basic highway asset data.
• Comprehensively deepen and advance the collaborative, platform-based application of information technology across core highway construction, management, and maintenance operations. By deeply integrating next-generation information technologies with daily operational processes, we will streamline and智能化ize routine highway inspections and defect data collection, while enabling online, collaborative handling of defects. Furthermore, leveraging technical assessments and multi-dimensional data analytics, we will ensure that maintenance demand analysis and decision-making are grounded in scientific evidence.
Customer Value
• Develop an integrated “construction–management–maintenance” information system to achieve data integration and application across the highway industry, thereby comprehensively deepening and advancing the coordinated, platform-based implementation of information technology in highway construction, management, and maintenance operations.
• Develop an integrated, holistic plan for highway construction, management, and maintenance; strengthen horizontal coordination and data sharing; establish cross-departmental and cross-business collaborative governance; and foster a modern governance model characterized by “data-driven decision-making, data-driven services, data-driven governance, and data-driven innovation.” This will accelerate the digital transformation and upgrading of the industry, enhancing service delivery and regulatory oversight in the highway sector.
