Project Background

To further implement the important instructions of the Ministry of Transport and the Provincial Party Committee and Provincial Government on the construction of “Four-Good Rural Roads,” the Rural Road Administration of the Shennongjia Forestry District has submitted a request titled “Proposal for Launching the Construction of an Information Platform for ‘Four-Good Rural Roads,’” with the aim of advancing the district’s efforts in this area, accelerating the improvement of quality and efficiency as well as the scientific development of rural roads, and serving as a vanguard in fully building a moderately prosperous society.

Solution

• Focusing on the key tasks for high-quality development of “Four-Good Rural Roads,” deepening reforms of the management and maintenance system and establishing a robust performance assessment mechanism, it is necessary to further advance the digitalization of management and maintenance. To this end, a comprehensive information platform for “Four-Good Rural Roads” in the Shennongjia Forestry District should be established—a unified platform with standardized data that integrates construction, management, maintenance, and operation—thereby promoting the digital and intelligent upgrading of rural road maintenance and management.

• By developing software modules such as the “Four-Good Rural Roads Information Platform,” the “Road Chief System Management System,” and the “Maintenance Management System,” along with handheld mobile maintenance terminals, we have achieved information-based management of the construction, operation, maintenance, and transportation of rural roads. This has further optimized rural road management processes and enhanced the level of service provided on rural roads.
