Chengdu Transportation Operation Coordination Center (TOCC) Project
Project Background
By the end of 2020, Chengdu’s motor vehicle stock had reached 6.038 million, with daily trips by urban residents totaling approximately 39.5 million. The average commuting distance had increased to 9.1 kilometers, and traffic congestion during morning and evening rush hours had become the norm. To address the “big-city malaise” in transportation, Chengdu’s TOCC is built on citywide, integrated transport data connectivity and resource sharing, leveraging comprehensive, spatiotemporal, and multidimensional data mining and analysis to enhance transport service delivery, develop an intelligent and smart transport governance system, and create more tangible, participatory, and enjoyable travel experiences for citizens.
Customer Requirements
Over many years of exploration and effort, Chengdu’s smart transportation and informationization initiatives have evolved from scratch to a comprehensive, integrated system. However, persistent operational challenges—such as low efficiency in information sharing, an underdeveloped information-sharing mechanism, limited data sources, and insufficient data utilization—must be addressed without delay.
Chengdu aims to leverage the TOCC as the core, top-level platform for the city’s smart transportation system to enhance urban traffic monitoring, management, and service delivery, thereby strengthening intermodal coordination in urban transport.
Solution
Phase I of the TOCC was undertaken by Qianfang Technology, with construction centered on “one center and two platforms.” The infrastructure comprises one data center equipped with 151 servers and 38 network devices, offering a total storage capacity of 1,350 TB; one support platform, including a 290-square-meter monitoring and command center and 24 dedicated network links; and one application platform. Leveraging Qianfang Technology’s future-oriented, comprehensive transportation innovation system—spanning all business domains, full-stack technology, holistic data integration, and end-to-end lifecycle management—the platform has developed 69 traffic operation monitoring functions across 19 categories, 6 early-warning and forecasting functions, two emergency collaboration pilot projects, and five categories of 35 decision-support indicator analyses.

TOCC integrates technological innovation, application innovation, and institutional innovation to achieve digitalization of traffic operation decision-making, precision in management, and intelligent public travel.
Currently, the TOCC project has been completed, achieving full integration of all existing transportation data in Chengdu. The platform covers 14 major categories, including aviation, road transport, passenger and freight transport, rail transit, public buses, taxis, ride-hailing services, and public security traffic management, with a cumulative total of over 160 billion structured data records, 99,000 video surveillance feeds, and an average daily addition of 280 million satellite positioning records and 3.32 million order records. In terms of the depth, breadth, and scale of the first-phase data integration, the TOCC ranks far ahead of comparable platforms nationwide.
Through the implementation of this project, the complaint rate for taxi services at Chengdu Shuangliu International Airport has dropped by 90% year on year, while drivers’ average daily earnings have increased by more than RMB 50.
