Project Background
The National Highway Network Operation Monitoring, Management, and Service Platform of the Ministry of Transport is one of the key ministry-level projects identified in the “13th Five-Year Plan for Informatization in Transport.” It serves as a critical operational support platform for the National Integrated Transport Information Platform, with the aim of comprehensively advancing the networked video and image monitoring of highways nationwide, enabling the interconnection and sharing of highway video, operational status, and incident data at both the ministerial and provincial levels, fostering cross-regional and cross-departmental collaborative management of the road network, and enhancing the capacity for road network operation monitoring, assurance, and service delivery.

Solution
Construction is carried out based on existing data resources, completed systems, systems under construction, and systems undergoing upgrading and transformation, with the aim of integrating and consolidating existing systems and resources. The overall architectural framework, as illustrated in the figure, comprises the operational perception layer, infrastructure layer, data resource layer, application support layer, application system layer, service layer, user layer, and three major assurance systems. By leveraging the Ministry’s unified exchange and sharing platform, all relevant resources are seamlessly integrated and shared across the ecosystem.
