Customs declaration for rubber granules
A Shenzhen-based trading company engaged our firm to file a customs declaration with the Huanggang Customs in Shenzhen for AC2300-grade PC/ABS granules of a certain brand. During the review of the declaration details provided by the client, our customs declarant identified that the stated composition—28% PC and 68% ABS—was inconsistent with tariff heading 390740000. Upon verification with the client’s operations staff, it was confirmed that the composition of this particular grade of granules was correct; the error lay in the code provided by the operations team, which should have been 3903309000. Further investigation revealed that, when the same grade of granules was first imported into Guangzhou, the client had consistently used tariff heading 390740000 under the ECFA duty-free arrangement. However, there is a 6.5% tariff differential between these two headings. In light of this, our firm issued a risk advisory to the client, who subsequently recognized the seriousness of the issue and promptly corrected the misclassification to mitigate customs clearance risks.
